EPA Mid-Year UST Report: Compliance Gaps Highlight the Need for Smarter Tools and Training

The EPA’s Mid-Year FY2025 UST Performance Measures Report is out — and the message is clear: the underground storage tank (UST) industry still has a long way to go. From October 2024 through March 2025, over 38,000 inspections were conducted at federally regulated UST facilities. Yet even with decades of oversight, only 61% of facilities nationwide met full technical compliance with EPA requirements.

📊 A National Snapshot of Compliance

The report tracks whether UST systems are meeting key expectations — like having properly tested spill and overfill prevention systems, active corrosion protection, and functional release detection.

Requirement National Compliance Rate

Spill Prevention 83.2%

Overfill Prevention 83.3%

Corrosion Protection 89.2%

Release Detection 71.4%

Full Technical Compliance 61.0%

That means nearly 4 in 10 facilities failed in at least one core requirement during inspection.

🛑 What’s Driving Noncompliance?

  • Outdated or unmaintained equipment

  • Missed walkthroughs or poor recordkeeping

  • Operator training that doesn’t translate to day-to-day performance

  • Inadequate alarm response documentation

Even facilities that think they’re compliant may be failing to document what regulators now expect to see — and that’s where the trouble begins.

🧠 How PASS Helps Close the Compliance Gap

At PASS, we equip UST owners, operators, and inspectors with the tools and knowledge to stay on the right side of compliance — before it becomes a violation:

  • 🧑‍🏫 A/B/C Operator Training that goes beyond the certificate. Our state-approved training prepares Class A, B, and C operators for the responsibilities they actually face — not just what’s on the test. From walkthrough inspections to release detection response, our courses emphasize practical tasks, scenario-based learning, and state-specific regulations.

  • 🧰 PASS Harmonics Our cloud-based compliance platform documents walkthroughs, testing, repairs, and alarms — giving you centralized oversight and audit-ready reporting.

    • 📎 PASS Book Inspection-Ready Records. PASS training and Harmonics work together to ensure every compliance activity is documented, accessible, and defensible — no scrambling when regulators show up.

📍 Proudly Based in Indiana — and Working to Make It Better

PASS Training & Compliance is headquartered in Muncie, Indiana, and we’re proud partners of the Indiana Food & Fuel Association (IFFA). But we don’t just work in Indiana — we care deeply about its success.

That’s why this part of the report hits home: In Indiana, only 21% of facilities are fully compliant with all EPA technical requirements — a number well below the national average.

Indiana’s specific compliance rates show where the gaps are:

Requirement Indiana Compliance Rate

Spill Prevention 42%

Overfill Prevention 42%

Corrosion Protection 77%

Release Detection 38%

Full Technical Compliance 21%

Additional metrics from the EPA’s report:

  • A/B Operator Training Compliance: 58%

  • Walkthrough Inspection Compliance: 55%

  • On-Site Inspections Conducted: 604 (in just six months)

These aren’t just numbers — they’re signs that UST owners and operators in Indiana need more support. That’s why PASS is doubling down on outreach, training, and tools to raise those numbers across the state we call home.
