California UST Replacement Deadline: Are You Ready?

The December 31, 2025 deadline for replacing single-wall underground storage tanks (USTs) in California is fast approaching. Owners and operators who fail to comply risk closures and daily fines beginning January 2026. Now is the time to ensure your facilities meet the requirements set by California Senate Bill #445 (SB 445).

What You Need to Know

The new regulations require that all single-wall USTs containing hazardous substances be permanently closed or replaced by the end of 2025. Additionally, many double-wall USTs are reaching the end of their 30-year lifespan and may also require replacement.

Facility operators have three compliance options before the deadline:

✅ Close the tank in place (with regulatory approval)

✅ Remove the tank from the site entirely

✅ Remove and replace the tank with an upgraded system

Beyond compliance with SB 445, facility owners should also consider tank age and insurance implications.

🔹 Manufacturer warranties typically last 30 years.

🔹 The EPA and ASTSWMO estimate the average UST lifespan is about 20 years.

🔹 Many insurance companies will not insure tanks older than 20-25 years.
